does anyone know how or where one would go to enter a new wikipedia entry (on a new topic/group)?

i had a quick look, found where you can edit others but not create one... do you have to pay?

I went into Wikipaedia Encyclopaedia Gateway
you will see if ya scroll down, "How do I get listed in Wikipaedia"
some hints at the bottom of the page.
